RULES AND REGULATIONS OF THE NSJHL
REVISED APRIL 30, 2006 1. All
ownership transfers or sales must be approved by the league first. 2. The bond will be $ 1,000.00. 3. League Fees can be paid: a) must
be paid by the following dates in 2006-2007; July 20 (non-refundable), October
15th, November 15th and December 15th. b) in full by
September 30th, c) in four equal
installments, due September 30th, October 15th, November
15th and December 15th. d) any cheques that can not be deposited by the due date, will
have a surcharge fee of $ 25.00 added. 4. Any new applications to join our
league will have to be in by May 1st accompanied by a $ 500.00
certified cheque, that is refundable if not accepted into the league. Must
pay the league fees by September 15th, the balance of the expansion
fee, bond and league fees. ADDITIONAL FEES: Expansion

6,000.00 5. a) The league pays the teams registration
fee. b) The league pays the insurance for 25
players and 5 team officials per team at the beginning of the season. If you
sign more than this number you will be charged the difference by the league
office, which will be sent to the S.H.A.
(Players are @ $ 72.25 and Team Officials are @ $ 42.25 ). 6. Criminal Record Check: The Criminal Record Checks will be completed by October 31st
of each season. The team officials (coach, manager, trainer and president) must
submit a Criminal Record Check to the league lawyers. New team personal must
have a Criminal Record Check submitted to the league lawyers within seven (7)
working days of their first game. Page
2 7. Certification of Coaches: a) The
head coach requires level coach. b) In
the future the head coach will require intermediate level. c) In
the future the assistant coach will require level coach d) Each
team must have a registered team official certified through the Canadian Hockey
Safety Program by December 31st of the current season. e) Each
team is encouraged to have a trainer on the bench. 8. a) A mouth (tooth)guard must be worn by
all players. A minor penalty for any player not wearing a
mouth (tooth) guard during play. Mouth guards must be in place while the
clock is running or during an altercation after the whistle. b) Players
will not be permitted to wear jewelry ( ex. Ear rings,
chains or beads). Penalty is a ten minute misconduct. 9. The NSJHL will allow each team to card
a maximum of ten (10) players, that are twenty (20)
years old or twenty-one (21) years old. The maximum number of players that are
twenty-one years old will be two(2). See SHA handbook,
Bylaw 7.04.02 (g) for more details. 10. Christmas Break - no league games will be
scheduled Dec. 23 to Dec. 28. 11. a) The NSJHL
will give financial assistance to the league championship team attending
Western Canadians. 1) $ 2,000.00 in Saskatchewan. 2) $ 3,000.00 in Alberta or Manitoba. 3) $ 4,000.00 in British Columbia or Thunder Bay. b) The NSJHL will contribute $ 1,000.00 to the
Provincial Championship team to attend Western Canadians, if the SSJHL also
contributes $ 1,000.00 to the Provincial Championship team. c) The SHA offers some financial assistance to the
Provincial Championship team to attend Western Canadians. Page 3 12. Meetings a) Travel,
per diem and lodging shall be as per SHA handbook. b) A
fine of $ 100.00 may be assessed to any team which is not represented at any
league meeting. c) SHA
Annual Meeting: 1) Executive expenses covered by the
league. 2) Team expenses covered by the team. 13. Fines: a) Fines
must be paid within 48 hours of notice or else the fine doubles. b) Game
films sent to the league office will result in a fine of $ 50.00. c) Letters
from a teams lawyer directed to the league office will
result in a fine of $ 50.00. d) In
the event a stick measurement is called a fine of $ 1,000.00 will be levied
against the team calling for a measurement. e) All
fines are the responsibility of the team. 14. League Schedule: a) A
fine of $ 3,000.00 for not playing all scheduled games. b) The
league schedule should not be changed once it is finalized. 1) If changes are made the home team is
responsible for advising the media, the President and the Statistician. 2) Changes to scheduled games must be
arranged between the teams concerned. 3) Game changes should be completed at
least 7 days before the scheduled game and a new date set. 4) Games postponed with less than 7 days
notice: a) Will result in the offending team being
responsible for the non - offending teams incurred costs. b) The offending team may appeal to the
executive, if the incurred costs are inflated. c) This game must be rescheduled within 7
days. Page 4 d) The home team has 5 days to find 3
dates that do not conflict with the schedule. e) The visiting team has 2 days to accept
one of those dates. f) The home team will be fined $ 50.00,
if they do not find 3 dates within 5 days. g) The visiting team will be fined $
50.00, if they do not accept within 2 days. h) Note: A team could play with 8
skaters and 1 goaltender, if necessary. (Fine 13 e). 15. Playoffs: a) The
playoff structure will be set at the scheduling meeting. b) The
following guideline will be used by the league, if the two teams involved in a
series can not mutually agree upon the playoff dates. 1) Series that are a best of 3, 5 or 7
will alternate home games between the teams involved. 2) Team “A” will be the higher ranked
team. Team “B” will be the lower ranked team. 3) Best of 3; Team “A” will host games 1
& 3, Team “B” will host game 2. Best of 5; Team “A” will host games 1, 3 & 5. Team “B”
will host games 2 & 4. Best of 7; Team “A” will host games 1, 3, 5 & 7. Team
“B” will host games 2, 4 & 6. 4) First
Playoff Round - game 1 will be the day following the last league game, except
for teams playing the last league game. Teams playing the last league game will
have one clear day. 5) If Team “A” can not host the 1st
game for the scheduled date, then Team “B” will be given the option of hosting
the 1st game. Team “A” would be given the option of hosting game 2
within 2 days. 6) There will be one day between games,
whenever possible. Back to back games may occur during a series. Page 5 7) A team may host a playoff game at a
neutral site. If, the travel distance for the visiting team is increased by
more than 40 kilometers one way, the home team will be responsible for the
following: a) Mileage
of officials. b)
The visiting team will
receive $ 1.00 per kilometer, round trip for any mileage over the 40 kilometer
one way. 8) The next Playoff Round will start within one clear day
of the completion of the previous round ( similar to ‘d’). 9) Playoff dates will not be changed from
the proposed schedule, unless both teams agree to start a series early. 16. Overtime: a) There
shall be a 5 minute sudden victory overtime played during regular league games. b) Overtime: 1)
The teams will play five (5) on
five (5). (Four skaters and a goalie or five skaters.) 2) At the end of regulation time each team
will receive one point. 3) If the sudden victory overtime has a
winner, that team will receive an additional point. c) If the 5 minute overtime has no
winner, there shall be a shoot-out of three (3) players per side to determine a
winner. If additional players are required to determine a winner, new players
will be chosen one-one (1- 1). Players that are in the penalty box at the end
of the game or players that have been ejected from the game are ineligible for
the shoot-out. d) Overtime shall be played in all playoff
games according to the CHA overtime rule. 17. Affiliated Players: a) It
is the responsibility of each team to receive permission from the A.P.’s coach or manager before playing the A.P. Permission
must be received prior to each game, otherwise you are playing an ineligible

6 b) A
team can use an opponents A.P. goaltender as a back - up, if permission is
obtained from the President. The A.P. can not play unless your goaltender is
injured. c) Junior
B teams will be allowed to specially affiliate a maximum of five (5) players
from Midget AAA teams within the branch. d) The
Saskatoon teams will have a draft set-up to select available Tier I Midget
players for their A.P. list. The Saskatoon teams can add any Tier II or III
Midget players to complete their A.P. requirements. 18. Pre-Game, Game and Post-Game
Responsibilities: a) Updated
team rosters will be posted for games on the website to reduce faxing. Rosters must be faxed to the home team by
1:00 p.m. and two days prior to the game.(The roster
must be faxed by 1:00 p.m. Friday , if the game is set for 1:00 p.m. or 7:30
p.m. on Sunday.) Names and numbers should be as accurate as possible. A fine of $ 25.00 for lateness. b) Teams
are to be on the ice 30 minutes before game time. The clock will be set for 15
minutes. Players will be off
the ice before the horn sounds. A player that has no helmet or
the chin strap is undone during pre-game warmup will
receive a two (2) minute minor penalty. Each player on the ice after the horn sounds to
end the warm-up time shall be assessed a two (2) minute minor penalty. ( a maximum of 5 per team for each rule.) A player crossing
the centre red line with intent during warm-up will receive a misconduct
plus any other penalties incurred. c) Teams
are to be on the ice before the start of each period. The clock will be set for
15 minutes prior to the start of each period. The team will be fined $ 50.00
and a two minute minor penalty for delay of game will be assessed by the
official, if they are not on the ice before the sound of the horn. d) Game
sheets must be filled in accurately or the team will be fined $
25.00. e) The
game number and names of the officials must be on the game sheet and also on
the report on officials. Fine $ 25.00. Page 7 f) Game
results must be phoned or faxed to the media, immediately following the game.
Spot checks will be made with the media. g) The
game sheet and misconduct sheet must be faxed or dropped off to the
statistician, president and the Star-Phoenix within one hour after the completion of the game. A
fine of $ 25.00 shall be imposed for violation. h) The
white copy of the game sheets must be mailed to the statistician within 48
hours after the game or the team will be fined $ 25.00. i) The yellow copy of the game sheets,
the white and yellow copy of the report on officials must be mailed to the
President within 48 hours or the team will be fined $ 25.00. Each team is
responsible for their own report on officials. The
home team is responsible for collecting the report on officials from the SSJHL
teams. j) The home team to supply approximately
24 pucks per team for warm-up. k) Team
uniform colors - Light colors are to be worn at home, and dark colors are to be
worn for away games. l) Goal
judges - Home team is responsible for supplying two goal judges. A twenty
five dollar fine if a goal judge is not present. 19. Player
development money will be collected by the league office. A
carded player on your team from the previous season that plays for the WHL or
SJHL the following season does not require a release from your team. The development money is considered the release. The SJHL pays $
200.00 per player and the WHL pays $ 900.00 per player. Notify the office by
Dec 1st, if a player has moved to the SJHL or WHL. (Withdrawn August
17, 1998 by the SJHL). 20. Bond and player development money will be
used to cover a teams outstanding bills within the
league, if directed to the President for payment. If a teams bond is not in
good standing the team has no voting powers at any meeting until the bond has
been replaced. 21. Restitution for damage will be handled by
the team within 21 days. If restitution for damages is not made within 21 days
by the team, the league will deal with the matter. Page 8 22. Officials: a) The
Referee or the Linesman will be present during the pre-game warm-up. b) Foul
language by players and team officials will be handled by the Referee. c) Referee
decisions are final. No protest allowed on judgement
calls by the official. d) The
League pays Referee mileage. e) The
home team is responsible for the cost of officials, excluding mileage. f) The
Referee-in-Chief (Assigner) shall be responsible for assigning
officials for all league games and playoff games, except for Provincial playoff
games which become the responsibility of the SHA. g) The
President will select a Referee-in-Chief (Assigner) and approve an appropriate assigners fee, subject to approval from the league when
necessary for exhibition, league and league playoff games. 23. All-Star Game: a) The
NSJHL will pay $ 1,000.00 towards transportation, when the All-Star Game is
played in the South. b) The NSJHL will pay a hosting grant of $
2,000.00 cover 100 banquet tickets, 50 for the SSJHL and 50 for the NSJHL,
transportation of the NSJHL All star team and ice rental. Host to pay officials fees and
mileage and receive gate, 50/50, program sales and other fund raisers. c) Photos: - Individual and Group $ T.B.A. - Both $
T.B.A. will be available at the banquet. Let
the photographer know which photos are required and who is paying for them. d) Game Passes - 25 game passes will be made available to the SSJHL by
January 3rd . Put the names of the coaches,
managers, executive or spouses that will be using them and have the SSJHL
president sign the cards. Our league passes will not be honored for the
All-Star Game. Page 9 e) Banquet Tickets - 50 banquet tickets will be made
available to the SSJHL, when they arrive. The number of banquet tickets
required by the SSJHL and NSJHL is required by January 10th. f) Players
will be selected for the All-Star team prior to the Christmas Break. g) Any
All-Star player under suspension on the date of the All-Star game,
will not be allowed to compete at the All-Star competition. The All-Star game
will count as one of the players suspended days. h)
The All-Star game will be played on the first or second Saturday, following
January 10th. 24. Torn Pants: Some players have zippers or some other fasteners on the
inseam of their hockey pants. These zippers or fasteners must be done up from
top to bottom on each pant leg. Torn pants must be repaired. Any player
violating this request and reported to the league will result in a team fine of
$ 25.00 per player 25. Teams Player List: The NSJHL will honor all trades, releases and assignment of
players within the NSJHL and with the SSJHL and SJHL, as long as the proper
documents are sent immediately (within 24 hours
of completing the transaction, otherwise the transaction will be in
effect the day it is sent) to the league office. All transactions must have the signatures of the two parties
involved in the transaction. Conditional releases without the
conditions being stated become unconditional
releases. All agreements shall be clear and
concise. Any compensation (money or goods)
will be held in trust by the league. The compensation
will be given to the appropriate party by a specified date. The Teams Player List will be the current season and the two
previous seasons. Page 10 The Teams Player List for each
season will be the players that are registered on CHA/SHA cards after January 10th
of that season with that team to a maximum of 21 players, plus all Conditional
Releases. All NSJHL Releases shall be in writing on the date of the
release and shall state one of the following: 1) CONDITIONAL RELEASE - to a Junior “B”, Junior “A” or Junior “AA” team. 2) CONDITIONAL RELEASE - to a Senior team where the signature of the player requesting
a release from Junior Hockey to play Senior Hockey
has been obtained, verifying such a request. 3) UNCONDITIONAL RELEASE: 4) Trade within league with a Conditional or
Unconditional Release. NOTE: If Release is not in writing on the date of the
release, the release will be an UNCONDITIONAL RELEASE. Any NSJHL team carded player that receives a Conditional
Release and returns to play in the NSJHL must go back to his original team. In the event the player chooses to play for another NSJHL
team the following procedure will take place: 1) A signed player card is turned into the
league office by the signing team. 2) The League Office will notify the
signing team and the originating team of the conflict in writing. 3) The two teams have seven days from
notification to reach an agreement. 4) If no agreement is reached in seven
days: a) the player
will be released back to the originating team and the signing team will be fined $ 250.00 by the League. b)
the
player will remain with the signing team and the signing team will be fined $ 2,000.00 by the League. The League
will then compensate the originating team $ 1,500.00 for the player. Page
11 Free Agent Status: 1)
A
player that was carded with an NSJHL team as of February 10th of the previous season and does not sign with that NSJHL
team or any other team will gain free agent status on January 10th,
or when his previous team uses their last card (whichever date occurs first). 2) A player that was carded with an NSJHL
team as of February 10th of the previous season and
signs a CHA/SHA card with a Junior “A” or Senior team and is released,
will gain free agent status on January 10th, or when his previous team
uses their last card (whichever date occurs first), if his previous team
refuses to card the player. 3) If a player has not been carded or put
on certification form for a Senior
Hockey by January 10th, he can be carded by any team having an open card. 4) If
a player is given an unconditional release during the current season. 26. Appeal Procedure for a Release The appeal must be in writing to the
President of the NSJHL The appeal procedure shall be as
follows: 1) The player and team officials must be
given the opportunity to be present at the hearing. 2) The player will make his presentation
to the Appeal Committee. 3) The team official will make his
presentation to the Appeal Committee. 4) Both parties may be present throughout
the hearing, unless one party requests the other party not to be present during their
presentation. 5)
The
appeal hearing will be held within fourteen (14) days from the date the
appeal is received by the president of the NSJHL. The president of the NSJHL shall select a committee of three (the two
vice presidents and the past president or their designates from a team in the
NSJHL not involved in the appeal) and designate the time and place of the
hearing. Page 12 6) Minutes of the hearing will be kept. 7) The player must appeal on his own
behalf. 8) The decision of the Appeal Committee
shall be final and binding for all parties concerned. The decision may carry a compensation package. The final decision shall be placed in writing with
copies given to both parties and the President of the NSJHL. 27. Minimum
Suspension: All suspensions are automatic. Each team should know which
penalties result in suspension. If you are not sure contact an executive member
for a ruling. If a player plays while under suspension the coach will be
suspended for five (5) games. Section I -
